Cut a 3/4" x 6" and 3/4" x 4" strip of felt and fringe the tops. Apply a line of hot-glue along the bottom of the longer trip, then wrap it around the top of the feather bunch. Hot-glue the shorter strip about 1/4" below to create two layers of fringe.
