Cut a length of cord ribbon, string it through the top of the jingle bell, and knot to secure. Then, hot-glue the ends of the cord ribbon in between two feathers on the strip of felt. Repeat these steps for the other two jingle bells.
(Tip: vary the lengths of the cord ribbon so they're different heights.)
