my older dog has got a lump on his chest . the vet inserted a needle and it contained fatty tissue . he is on painkillers but the lump is still there

my yorkie has alump on her hip does not hurt to the touch, but she tends to chew on it, hair is missing in this area. any idea what it might be. otherwise she seems fine.
