It's raining cats and dogs is an expression used to when there's a raging storm

 

This phrase, around since at least 1700, has several theories surrounding it.  A popular Northern European myth was that cats supposedly influence weather and dogs symbolize wind.  

Most likely, with primitive systems in use in the seventeenth century, a heavy rainstorm would cause gutters to overflow with a torrent of debris that included garbage, sewage, and dead animals.
